LEGACY Update June 2026

Praise God for all God has done and continues to do on the Legacy project! 

While we had been praying that there would be no appeal following the Planning Commission's approval of our project on May 26, an appeal was filed by some neighboring residents on June 4. This wasn't unexpected, as appeals like this are a normal part of the approval process. Our appeal hearing is scheduled for July 21 before the Town Council. Throughout this journey, God has proven Himself faithful, and we continue to trust God’s timing. Please pray specifically for the denial of the appeal and the final approval of our project.

Key Accomplishments in June

Even with the appeal process ahead of us, we continue to move forward in faith and make meaningful progress on several important fronts:

• Preparing for the July 21 appeal hearing before the Town Council.

• Negotiating consultant contracts needed to begin the construction drawings for the Phase 1 improvements.

• Continuing coordination of the utility-related aspects of the project.

• Working with our broker to prepare for the potential sale (pending final project approval) of approximately three acres designated for the new townhomes.

• Engaging legal counsel to guide us through the requirements for providing notice to our tenants at the appropriate time.

Next Steps

Our primary focus in July will be the appeal hearing before the Town Council. We will continue moving forward with the work outlined above as appropriate while we await the Council's decision.

LEGACY Update May 2026

Here’s the latest update on the Legacy project.  Praise God for all He has done and for the tremendous progress made in April!   

Accomplishments in April 

We’re grateful to share that we presented the Legacy Project to the Town’s Design Review Board again on April 16, addressing the feedback from March. The Board was encouraged by the architectural updates and offered a few additional suggestions on design details. They ultimately voted unanimously to recommend approval to the Planning Commission, with some conditions to the design elements. We thank God for this meaningful milestone!

We submitted our updated application on April 20, and it has now been deemed complete by Town staff—another important step forward. The project is scheduled for a public hearing before the Planning Commission on May 26.

On April 15, members of the Pastoral Team and Legacy Committee gathered for a powerful time of prayer, giving thanks for God’s faithfulness and seeking His continued guidance and provision in the steps ahead.

Next Steps

Our next and most significant milestone is the public hearing before the Planning Commission on May 26. We’re not yet sure if a decision will be made that evening or if additional meetings will be needed, but we trust God with the timing and the outcome.

The meeting is open to the public and will begin at 5pm at the Town Meeting Hall. You are welcome to attend if you feel led. We do expect some neighboring property owners to be present, and some may express opposition during the hearing. Even so, we move forward with prayerful confidence, asking for God’s wisdom, favor, and peace over the process.

LEGACY Update April 2026

Happy Holy Week!  Here’s the latest update on the Legacy project.  Praise God as He continues to bless our efforts and show His favor! 

Accomplishments March

On March 9, Town staff provided written feedback outlining remaining issues for application completeness, mainly related to drainage, landscaping, and traffic/parking.

A follow-up meeting on March 12 clarified expectations for the next submission.

The project was presented to the Design Review Board (DRB) on March 12, where feedback focused on townhome design, tree preservation and landscaping, and the location of the Youth/Ministry Building. The DRB requested revisions and scheduled a second review meeting for April 16 rather than taking a vote. 

Responses to DRB feedback are complete and will be submitted ahead of the April 16 meeting.

Significant progress has also been made addressing Town staff March 9 written comments, with a revised submittal expected soon. 

Next Steps

Next, we have our second meeting with the DRB on April 16. Our hope and prayer is that this will be the final step before being scheduled for public hearings with the Planning Commission. At this point, it appears those hearings—likely spanning multiple sessions—will begin in May and extend into early summer. As one might expect, we have very little control over the timing of this part of the approval process,  but we remain hopeful as the process continues to move forward.

Accomplishments in February

We finalized and submitted our revised application package to the Town of Danville on February 9 for staff review and comment. Our project is scheduled to appear before the Design Review Board on March 12. This is an important milestone and a required step before we can proceed to the Planning Commission hearings, which have not yet been scheduled. In September 2025, we invited each Town Councilmember to meet with us to review our plans and address any questions.

Next Steps

We expect to receive final comments from Town staff on our revised submittal by March 10, followed by feedback from the Design Review Board at the March 12 meeting. Once the application is deemed complete, public hearings will be scheduled before the Planning Commission, likely in April.

We have been updating our entitlements application based on the Town of Danville’s comments on our first submittal. We expect to submit our revised package on February 6. Included will be completed drafts of the traffic study, geotechnical study, and arborist’s report. 

Additionally, our Legacy webpage (cpcdanville.org/legacy) has been updated with some further details about our project and answers to some frequently asked questions.

Next Steps

After we submit our updated application, Town staff will have 30 days to provide comments. We will then revise our application, aiming for a “complete” status by March. Once that happens, there will be public hearings with the Planning Commission. Our project will also go before the Town’s Design Review Board in this timeframe.

In late December, we received comments on our entitlements application from Town of Danville staff. We also continued work on the outstanding elements of our submittal including the traffic study, the geotechnical study, and the arborist report.  The draft traffic study was completed and submitted to the Town for review on January 5.

We will complete the remaining outstanding reports and submit our updated application package to the Town by the end of January.

We finalized our formal entitlements application for the full Legacy project (i.e., CPC campus improvements + new townhomes) and submitted it to the Town of Danville on November 24. This is a major milestone in our process, thanks to the hard work of many members of our team.

Next Steps

1. The Town staff will review our application and provide comments, which we expect to receive in January/February.

3. Once we receive the Town’s comments, we will revise and resubmit our application.  This iterative process will continue until the Town deems our application complete, after which Planning Commission hearings will be scheduled—prayerfully by late spring.

 Updates

• We hosted a public meeting in our sanctuary on October 21 from 6-8pm. All neighboring property owners within a 750-foot radius of our campus (total of ~260 addresses) were invited to see the latest renderings, ask questions and provide comments prior to us submitting our formal entitlements application. The overall tone of the meeting was respectful as attendees shared their thoughts and questions. We had about 40 people in attendance. 

• A video update on the Legacy project will be shared with our congregation at a Sunday worship service this month.

• Our plan is to submit a full entitlements package for a single combined project (campus improvements + townhomes) in October and host a public meeting that same month.

• The July 9 meeting with Town of Danville staff went well, with positive feedback from Town staff and helpful direction on how to best proceed. 

• We are in the process of amending the contracts of our current consultants as well as engaging new consultants needed including an arborist, a geotechnical engineer, a traffic engineer, and a landscape architect.

Major Accomplishment

In mid-June, we completed the preliminary design work and submitted our initial development application for the campus improvements to the Town of Danville. This is a major milestone as it begins the Town’s formal review process. The next few months will be an iterative process of receiving feedback from the Town and responding to their comments as we move toward the formal environmental review.

• After prayerful consideration and discussions, CPC will process the entitlements for the proposed townhomes ourselves rather than through a developer.

• Praise God as our pledged total is now up to ~$29.5M thanks to a new major gift!  The total received is ~$12.5M.

LEGACY Update June 2025

Greetings to all!  Here’s the latest update. Praise God as He continues to bless our efforts and show His favor! 

Programming, Design Work, and Refined Cost Estimates 

The second general contractor (WL Butler) completed their cost estimate, and Praise God, it was much closer to previous expectations. Following a thorough review and additional discussions with our first general contractor, we have entered into a new agreement with WL Butler. Additionally, we completed the value engineering work on the new youth/ministry building to ensure we are being as efficient as possible with the design without sacrificing important priorities.  

Townhomes

PMCF and Tri-Pointe Homes executed their first agreement, which allows Tri-Pointe to proceed with their due diligence work. The second agreement, which will govern the sale of the land, has been submitted to Tri-Pointe. We met with the Town of Danville in early May to update them on our progress.

Schedule

Now that we are back on track with the cost estimates, we expect to make our initial entitlements submittal to the Town of Danville in mid-June. This will mark the start of what will be an iterative process with the Town before we start the environmental impact report.   

Financing Plan

Our updated pledge total is $28.4M, which reflects a slight increase following Legacy Update shared in April.  Of those pledges, $12.2M has been received. Based on the latest funding and cost estimates, our focus is on the youth/ministry building, ballfield/play area, front entry, the new parking lot, and a few associated improvements. Additional improvements (i.e., new pavilion, sanctuary expansion, FOR Center) would be constructed as additional funds are raised.

LEGACY Update April 2025

Greetings to all!  Praise God as He continues to bless our efforts and show His favor! 

Programming, Design Work, and Refined Cost Estimates 

 The site design work was completed in late February, and we expected to stay on track as long as the updated cost estimates from our general contractor were close to our expectations. Unfortunately, this was not the case, so we have solicited a second estimate from another general contractor. This will set us back a few months for our schedule. In the meantime, we are working on scaling back some of the design features in the plan to better fit within our budget.

Townhomes

In March, after reviewing bids from multiple developers, we selected Tri-Pointe Homes, a highly regarded public builder with Danville-based leadership. We are now creating a contract with Tri-Pointe regarding the land behind the church, which will be sold to them and developed into townhomes. 

Finance

To date, we have collected over $10.7M of the $28+M total pledged for Legacy. THANK YOU! We have made good progress on possible financing options with Heritage Bank and other potential resources.

Greetings to all!   We have had great progress on the Legacy project in the last several weeks.  Praise God as He continues to bless our efforts and show His favor on this project! 

Programming, Design Work, and Refined Cost Estimates

The site design work is 95%+ complete, and we’re on track to make our initial submittal to the Town of Danville in late March.  We have met with the Town of Danville staff for initial feedback on our draft site plan.  We’ve retained consultants to begin work on the information we will need to start our application process with PG&E. Our general contractor (Cahill) has begun preparing an updated cost estimate based on the current design.  

Finance

To date, we have collected more than $10M of the $28+M total pledged for Legacy. THANK YOU! We also continue to explore financing options via Heritage Bank and other potential resources.

Happy New Year to all! Here’s an update on where we stand at the moment. Praise God as He continues to bless our efforts and show His favor on this project!

Programming, Design Work, and Refined Cost Estimates

The site design work is coming along well with our architect (Dahlin Group). We’ve finalized much of the programming work and are now homing in on some details as we prepare the documents needed to submit our entitlements package in the next few months. We now have our civil engineer (CBG) and our general contractor (Cahill Contractors) on board to assist with this effort. We’ve also initiated conversations with PG&E as we know that will be a long-lead item for us.

Finance

To date, we have collected more than $9.8M of the $28M+ total pledged to Legacy. We are also exploring financing options for other aspects of this effort. This includes a recent meeting with Heritage Bank to discuss the prospect of shifting the debt on the residential parcels over to the main CPC campus. This step will be necessary to finalize a sale of the residential properties for the townhomes, which would need to happen by the end of a 12-18 month due diligence period. The meeting went well and we are awaiting a response from Heritage about some options on how that could work.
